President Barack Obama would shift more than $50 billion in Medicare and Medicaid payments to doctors away from states, insurers and drugmakers in the next decade to avert cuts in federal physician reimbursements. Obamas budget proposal for fiscal 2012 addresses reimbursements to doctors in Medicare, the US program for the elderly and disabled. A formula Congress enacted in 1997 to limit growth in agency spending on physicians dictates cuts in doctors fees that Congress has blocked annually since 2003 (Wayne, 2/14).

Critics quickly pounced on President Barack Obamas proposal to head off scheduled cuts in Medicare payments to doctors, saying his funding method would cause serious problems. In his fiscal 2012 budget plan released Monday, Obama proposed a two-year, $54 billion solution to stop the payment cuts, which otherwise would go into effect Jan. 1. To finance what insiders call the doc fix, the president would reduce waste, fraud and abuse and draw on savings from a variety of sources, including the states, drug makers – even power wheelchair retailers (Carey and Weaver, 2/14).

The budget was good news doctors and biomedical researchers as well as for hospitals, which avoided direct Medicare cuts — contrary to speculation that their payment updates would be trimmed beyond the levels in the health care overhaul law. The White House on Monday unveiled a budget proposal that prevents cuts in Medicare payments to doctors while leaving other health care providers largely unscathed. The budgets two-year doc fix is seen as vital for building physician support for the health care reform law. One of the doctors top priorities is the permanent repeal of Medicares Sustainable Growth Rate, which mandates payment cuts that lawmakers regularly scramble to postpone (Pecquet, 2/14).

JD Sports backs off as JJB seeks to reach creditors’ agreement

JD Sports is not pursuing its takeover talks for rival JJB Sports while it awaits the outcome of the latters proposed rescue plan.

Wigan-based JJB issued details on Friday of its last-ditch rescue attempt with the closure of 45 stores through a company voluntary arrangement (CVA). The closures could be followed by another 50 over two years.

A CVA allows troubled retailers to close or change the rental terms on unprofitable stores.

JJB, which employs more than 6,000 people, and its adviser, KPMG, have begun negotiations with landlords to get approval for the plan.

Although its the retailers second CVA in two years many landlords are thought to be minded to support JJB thanks to its good communication with them over the past year and its obvious dire circumstances. Another possible plus is its chief executive, Keith Jones, who is well respected among the landlords.

Landlords have been critical of retailers that they believe have unnecessarily asked for CVAs, some of which have failed due to lack of landlord support, including footwear chain Stylo in 2009.

JJB needs to win the support of 75 per cent of its unsecured creditors and 50 per cent of its shareholders for the CVA to avoid administration. Some experts suggest a pre-packaged administration could be on the cards if the CVA fails, and that is when JD Sports is likely to circle the carcass.

The CVA details, including slashing JJBs rent and moving to monthly rather than quarterly payments, as well as the closures, will be sent to creditors and shareholders at the end of the month. It has said just 150 stores of its 245-shop estate are core to its future.

JJB has confirmed plans to raise #163;31.5m with the support of its two biggest shareholders, Harris Associates and Crystal Amber, and of the Bill amp; Melinda Gates Foundation. This fundraising will be followed by another, necessary to keep the company alive past April.

Elsewhere in retail, Tom Knight, the former JJB boss, is in the running to take the reins from Neil Gillis at outdoor clothing firm Blacks Leisure this week, while DIY chain Focus is close to selling five leases to a supermarket either Asda or Tesco as it raises money to fund a new store design.

CBS News Reports on Sexual Assault of Correspondent Lara Logan

CBS News issued a statement today that correspondent Lara Logan was sexually assaulted while covering the jubilation in Egypts Tahrir Square when President Hosni Mubarak stepped down on Friday. In the crush of a mob of 200, Logan was separated from her news team and their security:

She was surrounded and suffered a brutal and sustained sexual assault and beating before being saved by a group of women and an estimated 20 Egyptian soldiers. She reconnected with the CBS team, returned to her hotel and returned to the United States on the first flight the next morning. She is currently in the hospital recovering.

CBS News said it would offer no other statement and that Logan and her family had requested privacy.

CBS did not shy away from including a photo of Logan moments before she was attacked, surrounded by men and looking scared. That seemed like a lurid visual detail that didnt warrant inclusion in the story. Huffington Post quickly grabbed the enlarged version of the photo and slapped it on its homepage with the screaming red headline, Breaking: Lauren Logan Sexually Assaulted in Egypt. The Egyptian men, clearly seen in that photo, now almost seem implicated in the assault.

Im not necessarily surprised by the Huffington Posts treatment of the news, but I was surprised that Logans employer would disclose the news in the first place. Though the physical attack on CNN correspondent Anderson Cooper garnered lots of media attention, a sexual assault is a more private matter. Traditionally, theres much sensitivity in the media around disclosing the names of rape victims.

Likely, there had been rumors circulating, and CBS News felt compelled to issue the first report. Certainly not the kind of story that any news organization wants to break, and not a story that any reporter wants to be at the center of.

Logan and her crew had previously been detained and forced to leave the country. She talked to Foster Kamer at Esquire about that experience, on Thursday, the night before she returned to Cairo. Re-reading the piece now,  in which he declares her not afraid, is heart-wrenching.

After the initial scary detention, Kamer asked Logan if it was hard to be going back. Hes relaying via Twitter parts of their interview that did not make it into that story. Logan told him:

We’ve made sure that the Egyptian embassy in the US knows we’re going. I’m not the only one going back, my producer is coming with me

And with my husband We made this decision together. And with my boss.

Whoopie pies are for fun, not a health food

Everyone is entitled to an opinion, so I fully understand someone who doesnt like either whoopie pies or a bit of fun opposing LD 71.

As a former news reporter, however, I do prefer opinions be based on fact. Its too bad that a remark about whoopie pies having lard as their first ingredient has been picked up and quoted widely.

Insofar as I can tell after reading many hundreds and hundreds of recipes for Maine whoopie pies while researching a book on the subject, and eating more than my share of them, lard is not an ingredient in any of them.

And whatever the shortening used — and there are several, depending on the recipe — it is never the first ingredient.

I love blueberries and eat them with breakfast most mornings. This was never intended as a competition.

Do we eat any dessert because its health food? I dont, nor does anyone else I know. I eat dessert in moderation for fun and pleasure. Whoopie pies provide both.

And many workers in Maine are employed making the millions of whoopies made in commercial bakeries, large and small, throughout the state. I support LD 71, whoopie pies and fun.

Pontiac fever at the Playboy Mansion? Maybe. But not as much fun as you might …

Pontiac fever, the less well-known cousin of Legionnaires disease, is having its own brush with notoriety–courtesy of the Playboy Mansion. Public health officials are still looking for what sickened 200 people who attended a four-day DOMAINfest Global Conference this month at various locations in Southern California, including the mansion. But Pontiac fever is one of the prime suspects.

Its caused by Legionalla, the same bacteria responsible for the more serious and potentially deadly Legionnaires. The Occupational Safety amp; Health Administration explains the difference this way. Unlike Legionnaires disease, which occurs in only a small percentage of people who are exposed, Pontiac fever will occur in approximately 90 percent of those exposed.

That might account for the large number of conference-goers who got sick. If so, the Centers for Disease Control and Prevention says theres little need for alarm. The symptoms of Pontiac fever usually last for 2 to 5 days and may include fever, headaches, and muscle aches; however, there is no pneumonia. Symptoms go away on their own without treatment and without causing further problems.

Still, officials need to find the source of the contamination. The bacteria thrive in contaminated water and can be spread via water-related features such as misters and whirlpools.

And now, with some folks fully recovered, they arent even certain that everyone afflicted had the same illness. But one things for sure: The outbreak doesnt extend beyond those who attended the conference, estimated at 700 people.

Pasco offers drug savings

NEW PORT RICHEY – With much debate swirling around the federal health care law and rising medical costs, Pasco County is offering savings on prescriptions for residents.

The Points of Care prescription savings program launched this month, county officials said, available to all residents regardless of age, income or pre-existing conditions.

The no-cost program can save residents up to 50 percent off prescription medications, diabetes supplies, durable medical equipment and hearing aids, county spokesman Ed Caum said.

Residents simply present their card at one of more than 45,000 participating pharmacies nationwide, including CVS, Kmart, Publix, Sams Club, Sweetbay, Target, Walgreens, Walmart and Winn-Dixie.

The initiative is intended primarily to assist residents whose medications are not covered through insurance.

Pasco actively sought a program, at no expense to the county, that reduces prescription costs for residents and generates revenue to support the Human Services Division, Scott Stromer, Pascos purchasing director, said in a news release.

First and foremost, the program is designed to help residents save money, especially those who are unable to secure insurance or experiencing financial difficulties, Stromer added.

Universal Rx, a prescription benefit management company based in Roanoke, Va., will operate the Points of Care program.

During difficult economic times, savings is important and can mean the difference of prescriptions being purchased or not each month, Jan Sessor, president of Universal Rx, said in a news release.

Residents can visit www.PascoRxCard.com to print a card and start saving.

Residents can pick up the prescription savings cards at locations throughout the county, including community services offices and libraries.

Ranchi: Sports events and controversy going hand in hand yet again. Its now the turn of the 34th National Games that have begun in Ranchi.

The Auditor General has already raised objections on several purchases and deals by the National Games Organising Committee, and the State Vigilance Department has also chipped in.

Sadly, sports has become synonym to controversies and corruption, courtesy the Commonwealth Games. The 34th National Games in Ranchi remains no exception. Bud Shootout 2011: Fun Daytona Stats To Impress Your Friends

Nobody likes a know-it-all, but it cant hurt if you whip out a few interesting facts during tonights Bud Shootout to impress your friends and family.

So while youre watching the Daytona International Speedway action from home, check out these notes and wow your buddies.

The Format:

– The Budweiser Shootout is a 75-lap race divided into two segments. First, theres a 25-lap segment after which drivers can adjust their cars during a 10-minute break.

After the break, the Shootout concludes with a 50-lap run. Both green and yellow flag laps will count in both segments.

The Winners:

– Kevin Harvick has won the past two Bud Shootouts no one has never won three in a row.

– Dale Earnhardt Sr. won six Bud Shootouts (the most of anyone), but Tony Stewart leads all active drivers with three victories. Jeff Gordon and Dale Earnhardt Jr. have won two each.

The Weird Facts:

– Even though the Shootout is somewhat of an all-star event, the last person to win the race and go on to win the Sprint Cup title was Stewart in 2002. Overall, its happened seven times (but Earnhardt Sr. accounted for four of those).

– Winning the Shootout isnt good for a drivers Daytona 500 chances. The last person to win the Shootout and sweep Speedweeks by winning the 500 was Jeff Gordon in 1997.

– Mark Martin will tie Bill Elliott for the most Bud Shootout appearances of all time tonight with his 23rd.

You can bet that the Panthers will seek revenge in the form of a road win at Villanova tonight.
