Haley exit frees Mitch, money

Haley Barbours surprise announcement Monday that he wont run for president now turns all eyes upon Indianapolis. Without his good friend Barbour in the race, does this now make it more likely that Mitch Daniels will run?

This much is sure: the Mississippians departure leaves open a network of Republicans who are now free agents. Barbour aides suggested Monday that the governor would take some time before weighing in on the race, but he will be looked to in the weeks ahead for signals as to who he favors.

Barbour had developed little following among grassroots Republicans, but his exit from the field frees up a money crowd he has cultivated over his decades as an operative, lobbyist, party chair and governor. These are establishment Republicans who either have personal ties to Barbour, have some hesitation about getting behind Mitt Romney – or both. So theyre ripe targets for Daniels.

But Tim Pawlenty, Romney himself and Newt Gingrich are likely already moving on some of them. Some may wait for Daniels. But every day he delays his decision is a day those in the race will be making their case and trying to win the primary for what would have been Team Haley.

Update: Hail damage keeps body shops busy

LITTLE ROCK, Ark. (KTHV) — Cars are lining up at Dent Doctor in Little Rock. All victims of the recent storms.

Dent Doctor President, Tom Harris says his phone is ringing off the hook. He says,Theres quite a list. Theres a lot of cars damaged in the greater Little Rock area and across Arkansas.

Hail up to the size of baseballs pelted the state last Friday and Tuesday night.

Harris says the severity of the damage all depends on the size of the hail and how fast its falling. He says, Typically, hail needs to be about the size of a quarter or larger. One inch or larger to cause damage to the vehicle.

On the hood of ablackMercedes, small dents are visible. Harris says Dent Doctor technicians erase the damage using a paint-free technique. He explains, We have special tools, special training, and special lighting. With a combination of those 3 things we get under the dent, behind the dent and we gently apply pressure. We push the dent out without having to re-paint the panel.

However, a white Mercedes brought into the shop is so battered-that a body shop will have to replace the hood.

Paint-free dent repair is usually done in a day or two and storm-related claims to your insurance company will not raise your priemums.

Harris says if you have hail damage its best to report it to your insurance right a way and get an estimate.
Advice many car owners are taking.

Harris adds, In the last week and half weve seen close to 20 vehicles and weve got many more on the list for future repairs. Were adding to that everyday.

Harris says make sure to verify a dent repair shop is insurance-approved before taking your car in.

And be cautious of hail chasers that follow storms and set up temporary dent repair shops.

1Malaysia E-mail To Facilitate Public And Government Interactions

KUALA LUMPUR, April 24 (Bernama) — The 1Malaysia e-mail (1MY) initiative which provides a unique and official e-mail account for all Malaysians aged 18 and above will be advantageous to the people, said an information communications technology (ICT) expert.

Azli Paat, who is also Adavista Sdn Bhd director, said the official e-mail would facilitate interactions with the government departments and agencies.

The should not arise the question of this effort making it easy for the government to monitor the publics e-mail or allowing it to send e-mail straight to the 1Malaysia e-mail account, he said when contacted by Bernama, here, Sunday.

He was asked to comment on Prime Minister Datuk Seri Najib Tun Razaks announcement on the project, which is a voluntary initiative by the private sector that does not involve public funds.

The 1MY e-mail initiative will promote direct and safe communication between Malaysians and the government as well as improve government service delivery to users and businessmen.

Azli said the government through the Malaysia Administrative Modernisation and Management Planning Unit (MAMPU) would monitor the level of security in using the e-mail and it was not solely in the governments interest.

He said the government had already stored data and information of each citizen and hence did not aim to monitor them through the use of e-mail.

He said in addition to the variety of free e-mail services such as Yahoo!, Gmail, Hotmail and more, people could now choose the 1Malaysia e-mail to deal with the government sector.

When using the 1Malaysia e-mail for matters such as income tax for the Inland Revenue Board (LHDN), it will make it easier for those involved to give the feedback required, he said, advising against the e-mail account being used for personal purposes.

Azli said the project under the Economic Transformation Programme (ETP) was also misunderstood by some quarters.

This issue becomes sensitive, whereby the private initiative is regarded as a government effort under the Government Transformation Programme (GTP) and ETP, and the people are required to use it like other e-mails, he said.

Tricubes Bhd will head the RM50 million investment which includes developing a web portal, a one-stop centre for government services, and provision of value-added services such as social networking and online bill payment.

The Performance Management and Delivery Unit (PEMANDU) has also clarified that the government is not funding the 1Malaysia e-mail account project and it is not compulsory for the public.

Meanwhile, Malaysian Youth Council (MYC) president Mohamed Maliki Mohamed Rapiee said the e-mail project was useful in ensuring Malaysians were not left behind in obtaining the latest information.

The 1Malaysia e-mail is good in the sense that the people can immediately respond to the government on any issue or policy. This is called engagement and openness, he said.

Mohamed Maliki deems the oppositions objection to the project as a feeling of being threatened that the government would win over the youths as a group that frequently uses e-mail.

Malaysian Association of Youth Clubs (MAYC) president Akhramsyah Muammar Ubaidah Sanusi said the e-mail would complete other government efforts in increasing knowledge on information technology (IT) among youths, including the distribution of 1Malaysia notebooks.

Akhramsyah, who is also Blog House Malaysia vice-president, said the opposition had no right to question the e-mail initiative which could be used for various purposes such as company marketing and promotions.

E-mail usage is basic and youths are given a chance to get an official e-mail that will benefit them, but certain quarters especially the opposition have given the wrong impression, as if they do not want to admit that the 1Malaysia concept is gaining popularity, he said.

Security Services Association of Malaysia (PPKKM) president Datuk Shaheen Mirza Habib regards the initiative as part of the private sectors role in helping the government serve the people better.

Andrei Arshavin conducts greatest Q&A ever, part XVIII

On the same day we made our 17th expedition into the odd interactions between Andrei/ey Arshavin and the readers of his official website, yet another posting of questions and answers was made that has so far gone unexplored. Until now. The URL on this one ends in 666 so strap in for some weirdness from the depths of doom. Youve been warned.

1. From Semenovasvetlana
Andrey! Hello. Where can I buy tickets for the game Arsenal – Manchester United that will be held on May 1, 2011? We got registered on the Arsenal official web-site but didnt manage to buy the tickets because they were all sold out in 10 minutes:
(we already bought the tickets to London and booked a hotel). We really want to fulfill our dream and go to the Arsenal derby. The other sites, that sell tickets to this game, charge too much. Maybe you know somebody who sells discount tickets? Sincerely, Svetlana and Alexey
AA: Guys, I know its a big problem. Especially when it comes to such matches.
In fact, there is only one solution: to find profiteers,
who sell tickets before the match. But I do not think you will
be able to get a good discount from them, there wont be any.

Not only is Andrei Arshavin a footballer, author and designer of womens clothing, hes also apparently a ticket agent. I really dont think Arsenal or the Premier League would appreciate him referring fans to shady ticket touts milling around the stadium before matches, though. Then again, he did compare Arsenals next away kit to jockeys clothes last time, so obviously the rules do not apply to him.

2. From sachav84
Hi Andrey, one summer, I was on holidays with family on Martinique and ran into Gael Clichy, I asked him to send you my regards. I wonder if he did it.
AA: He and his wife are from this place. It is not surprising that you saw him. He didnt give me your regards though.

Way to rat out your teammate and disappoint sachav84 all the same time, Andrei. Its like your sons birthday wish was for you to not be able to tell a lie or something. Yes, Im fairly certain the film Liar Liar was loosely based on your life.

4. From Ramasila
Andrey, is it true that youre being transferred to Milan?
AA: Its a lie

Hmm now that could be a lie.

6. From Kateee
Hello! We were on the same flight but I didnt take your autographhellip;. My brother, who is a big football fan, was about to kill me for that …)))
AA: Next time, if he keeps you alive, well try to correct
this situation, if, by any chance, we happen to be on the same flight again.

In other words, no, Andrei will not send you an autograph, Kateee.

7. From Evgeny23
Hello, Andrey. My name is Zhenya. Unfortunately I didnt manage to become a footballer, so I do dancing … What do you think about dancing? Do you love to dance? Back when I was playing football I was a goalkeeper, by the way, dont you need a young keeper in Arsenal?)))
AA: Dancing is great. But I wouldnt say that I am a big fan of moving my body to the beat.

Now that is definitely a lie. Ladies and gentlemen, I present Exhibit A:

11. From gusevthebest
Hello Andrey. What do you think about your weight 69 kg and your height 172 cm?
AA: I weigh more than 69 kg.

Alright, so he is incapable of telling a lie.

14. From Pogrebnyak29
Andrey, do you communicate with footballers from any other English teams, for example from Chelsea orTottenham …. Maybe you go out together to restaurants or something?
AA: Yes, I do communicate with two naughty boys :) from Chelsea and Tottenham. We go to concerts, theaters together, not only to restaurants.

Referring to Yuri Zhirkov and Roman Pavlyuchenko as naughty boys :) makes me wonder what kind of theaters the Russian trio go to. Which then conjures images of Arshavin watching a porno and giggling his way through the whole thing.

And with that scene firmly implanted in your head, we come to an end. Until next time.

Democrats push to protect Michigan school money

Schools could lose an additional $300 per student next fiscal year under Snyders plan, on top of a $170 per student cut thats already in place and would be continued in the next budget. Schools would lose an additional $170 per student, on top of the existing cut, under a Senate plan. The House has a plan that would make additional cuts of 3.9 percent, ranging from $285 to $331 per student.

Democrats say the cuts would force more teacher layoffs and reduced programs at Michigans public schools.

Snyder proposes using some school aid fund money to support budgets for universities and community colleges. Democrats say Snyder is proposing the shift to help pay for his plan to slash business taxes.

I would maintain it was a flawed budget in many ways from the beginning, Whitmer said. The most egregious problem in the budget, I would submit, is the raid on the school aid fund.

Seattle police, KingCo deputies to share training

SEATTLE (AP) — Seattle police and King County sheriffs deputies will be expected to go through training within a year on how to better use communication skills in dealing with the public.

Top officials with those agencies and the Washington Criminal Justice Training Center announced the common training curriculum at a news conference in Seattle on Monday.

Seattlepi.com reports the training will teach officers and deputies to use verbal tactics in some cases where physical control has typically been the main focus. The training emphasizes listening, explaining, equity and dignity.

Sheriff Sue Rahr says the skills will improve police interactions with the public, help de-escalate situations and restore public trust.

Seattle Assistant Police Chief Mike Sanford says the skills would help temper situations and make police interactions more successful.

Jenkins OK’d contract for nonprofit where wife serves

The chairman of the Westchester County Board of Legislators signed off on more than $200,000 in no-bid contracts including $20,000 for a nonprofit group of which his wife is a trustee.

Legislator Ken Jenkins, D-Yonkers, in December inked an agreement with Youth Theater Interactions, a Yonkers-based charity whose board of directors includes his wife, Deborah Hudson-Jenkins.

Though Jenkins maintains that his wife is a volunteer and rejects that there is any impropriety, the contract raises questions about potential conflicts and the need for more transparency in how some groups get taxpayer dollars.

Its not new money, Jenkins said. Weve been giving those folks money long before I was on the Board of Legislators and well before my wife was on the board of directors.

Hudson-Jenkins has been on the groups board since 2006 and does not receive any pay for her time, he said.

The contract is among 19 awarded by the chairman in 2010 his first year leading the board and among hundreds of so-called short-forms totaling about $7 million that department heads throughout county government approved that year.

Other monies the board allocated included funds for The Junior League of Central Westchester ($6,000), Westchester Hispanic Coalition ($12,500), New Rochelle YMCA ($5,000) and others, including local eateries.

The boards total under Jenkins leadership marked a fourfold increase from the year prior and is the highest amount spent by the legislature since 2007, when it doled out nearly $270,000.

The service agreement for the youth group, a well-regarded nonprofit that has been providing performing arts programs for thousands of children at no cost for nearly 40 years, was the maximum amount allowed under county rules. Its to help pay for a program that teaches children the business side of the performing arts.

Though the board had not partnered with the group in recent years, the Youth Bureau and county executives office did as far back as 2001, six years before Jenkins joined the board.
